The objective of this project is to develop the Centre's existing work and expertise in order to address an issue which is of the utmost importance for the international community: the need to introduce effective pre- and post- conflict resolution processes into the  peacekeeping and humanitarian operations typically deployed to prevent or mitigate major armed conflicts.
Based on our experience and existing programmes, we feel that there is a marked need for this work and that the need will expand. For example the Charter for European Security adopted by the OSCE Heads of State in Istanbul in November 1999 committed the organisation to a substantial expansion of capacity in launching civilian assistance and civilian peacekeeping field operations. The Brahimi Report (August 2000) on the reform of UN peacekeeping and recent proposals from the European Union on the development of EU rapid reaction forces (civilian and military) suggests that the need to radically develop this capacity. The Peacekeeping and Conflict Resolution programme has the following goals:
  • To develop research on conflict resolution theory and its relevance for guiding the international community in its activities related to conflict prevention and post-settlement peacebuilding.
  • To develop training programmes for both civilian and military peacekeepers in the concepts and skills of peaceful conflict resolution.
  • To promote international links with other universities and institutes where similar research and training is being developed, and to develop joint programmes where appropriate.
