LANGUAGE FOR INCLUSION IN ANNEX D - FACILITY INVESTIGATIONS AND FIELD INVESTIGATIONS
Communications.
Members of the investigation team shall at all times during the investigation to have the right to communicate with each other and with the Technical Secretariat. For this purpose they may use their own duly approved and certified equipment with the consent of the investigated State Party, to the extent that the investigated State Party does not provide them with access to other telecommunications.
Observer.(Facility investigations)
In accordance with Article III section F paragraph.... the requesting State Party shall liaise with the Technical Secretariat to coordinate the arrival of the observer at the same point of entry as the investigation team to coincide, within a reasonable period, with the arrival of the investigation team.
The observer shall have the right throughout the period of investigation to be in communication with the diplomatic/consular mission of the requesting State Party located in the investigated State Party, or in the case of absence of such mission, with the requesting State Party itself. The investigated State Party shall provide means of communication to the observer.
The observer shall have the right to arrive at the alternative or final perimeter of the investigation site, wherever the investigation team arrives first, and to have access to the investigation site as granted by the investigated State Party.
The observer shall have the right to make recommendations to the investigation team, which the team shall take into account to the extent it deems appropriate.

Throughout the investigation, the investigation team shall keep the observer informed about the conduct of the investigation and the findings.
Throughout the investigation, the investigated State Party shall provide or arrange for the amenities necessary for the observer similar to those enjoyed by the investigation team as described in paragraph.... All costs in connection with the stay of the observer on the territory of the investigated State Party, shall be borne by the requesting State Party.
Observer. (Field investigations)
