Summary of Provisions:The World Anti-Doping Code aims to harmonise doping controls among national and international sporting bodies in order to bring the same standards into force worldwide so that athletes are given fair and equal treatment. It covers methods and frequency of testing, outlines procedures and penalties to be used, and contains appendices of prohibited and non-prohibited substances. It also stipulates which authorities are responsible for overseeing doping control procedures e.g. the International Olympic Committee's Medical Commission during the Olympic Games and national bodies during training periods. The Code is expected to enhance confidence in doping control procedures and to increase their effectiveness.Summary of Development:The International Olympic Committee (IOC) set up the World Anti Doping Agency (WADA) in 1999 as an independent regulatory body. WADA rapidly developed the Olympic Movement Anti-Doping Code as suggested by a 1999 World Conference on Doping in Sport and by the Olympic Movement. The Code came into force in January 2000. Despite its recent creation, it has since been replaced with the World Anti Doping Code, adopted in March 2003 with the expectation that it would be implemented by sports organisations prior to the 2004 Olympic Games. In October 2005 the United Nations Educational, Scientific and Cultural Organisation adopted the International Convention Against Doping in Sport, which provides governmental support for the principles and objectives of the Code. Current Status:There are currently more than 630 sporting organisations listed as having accepted the Code. World
