Title: The Office International des Epizooties (OIE).

Summary of Provisions:

The OIE works to control and prevent animal diseases. It classifies the more serious animal diseases in two lists (A and B), and requires that countries submit reports of any outbreaks. Diseases on list A are the most serious and these must be reported within 24 hours. This reporting is then used in an early warning system through which the OIE notifies other states of the possible threat. The OIE produces detailed guidelines particularly to prevent the spread of animal diseases. These guidelines include the Terrestrial Animal Health Code and a similar Aquatic Animal Health Code, and also trade standards which are linked to the World Trade Organisation's Sanitary and Phytosanitary Agreement.

The OIE also facilitates the exchange of information between members, co-ordinates research, and passes on information from veterinary experts (http://www.oie.int/eng/OIE/en_enbref.htm). It also aims to provide technical and financial support when needed.

Summary of Development:

The OIE was established in 1924. It is led by an International Committee of delegates from member states with a Central Bureau elected by that Committee which deals with the day to day running of the organisation. (http://www.oie.int/eng/OIE/en_enbref.htm).
