Summary of Provisions:The Manual of Diagnostic Tests and Vaccines for Terrestrial Animals (Terrestrial Manual) and Manual of Diagnostic Tests for Aquatic Animals (Aquatic Manual) are designed to work alongside the Terrestrial and Aquatic Animal Health Codes (also summarised on this site). The Manuals are mainly concerned with quality management, but they also provide advice on human safety in veterinary microbology laboratories. The Terrestrial Manual also deals with biotechnology in the diagnosis of infectious diseases and vaccine development (Chapter I.1.8) and licensing of products dervied trhough biotechnology, classification of biotechnology derived vaccines, and release of live recombinant-DNA products (Chapter I.1.7). The second part of each Manual contains specific guidance related to each OIE listed disease. Both Manuals are voluntary guidance and are overseen by the Office International des Epizooties (OIE). Summary of Development:The OIE was established in 1924 and has worked to contain and eliminate animal diseases. The Terrestrial Manual is currently in its 6th Edition (published in 2008); the Aquatic Manual is in its 5th Edition (published in 2006). Current Status:The OIE has 172 Member States, which are encouraged to use the Manuals.
