During the March 2000 Ad Hoc Group session,
the Friends of the Chair categorized the remaining square brackets into
one of the following categories: a. Category I: "Little controversy, relatively
easy to resolve" b. Category II: "Medium level of disagreement" c. Category
III: "Strong conceptual differences in views". Evaluation Paper
No 18 analyzes the Category III "Strong conceptual differences in views"
issues and addresses how these can be resolved in the text of the revised
proposed complete text for the Protocol in the Evaluation Paper.
