The Council currently consists of 25 members, its size and composition of Council having undergone review to reduce its size from 31 members in accordance with the recommended best practice guidance issued by the Committee of University Chairmen.

Mr P Jagger (2012)

Mr Paul Jagger MBE became a Pro-Chancellor of the University of Bradford in April 2006, and was appointed Chair of Council with effect from 1 August 2006.

He was educated in Halifax and served an apprenticeship as a plumber in Halifax in the early 1960s. He was a late entrant to higher education, having studied Contemporary History and Politics at Salford University in the 1980s.

He worked for 14 years at the National Union of Public Employees, now UNISON, and he was Regional Secretary of the Trades Union Congress for Yorkshire and the Humber for 19 years until October 2005. He was also the President of Sheffield Chamber of Commerce in its 150th year during 2006/07.

In the autumn of 2008, Paul was appointed as Vice-Chair of the Committee of University Chairs. He also serves as Chair of Barnsley Community Solutions and has recently been appointed Chair of the employers’ panel at NEST (National Employers Savings Trust).


Mrs D Chambers (2013)

Mrs Diana Chambers became Pro-Chancellor in August 2007 and is Deputy Chair of Council.

She was educated in Leicester, and took her degree at Birmingham University in French and German. She has been teaching all her life, in FE and Secondary Education. From being Deputy Head at Nab Wood School for 11 years, she became Head at Skipton Girls’ High School for 15 years. Since retirement, she acts as an educational consultant.

Diana chairs the Diocesan Board of Education, is Chair of Governors at Immanuel College, Bradford, and Vice-Chair at Upper Wharfedale School. She helps to run a Child Contact Centre, and is a former president of Skipton Soroptimists. In February 2008, she was made an Honorary Lay Canon of Bradford Cathedral.

Professor M Cleary

Professor Mark Cleary took up office as Vice-Chancellor in June 2007. He took his undergraduate and postgraduate degrees at Jesus College, Cambridge, in Geography with research specialisms in rural France. From 1980-1989 he was a Lecturer at Exeter University before taking up a post at the University of Brunei Darussalam in 1989 where he initiated research programme on development issues in Borneo with a particular focus on tropical deforestation. After teaching at the University of Waikato, New Zealand (1992-1994), he joined the University of Plymouth in 1994.

He became Professor of Human Geography in 1999 and Dean of the Faculty of Social Science and Business in 2003. He assumed his Deputy Vice-Chancellor role at the University of Plymouth in 2004. Professor Cleary is the sixth person to hold the office of Vice-Chancellor since the founding of the University of Bradford in 1966.

His main research interests are in human geography and development studies and he has worked on issues of environmental change and regulation (rainforest management; indigenous land rights; marine management) in South-East Asia generally and in Malaysia, Indonesia and Vietnam in particular. He has published six books and over 100 academic papers.

Professor Cleary serves on the Board of the Bradford Local Strategic Partnership and is a Trustee of the National Media Museum. He is a member of the Commonwealth Scholarships Commission, Universities UK International Committee and Chairs the Higher Education Race Forum. He is also a member of the HEFCE Leadership, Governance and Management Committee.

Mr R Clark (2014)

Roland is the Treasurer of the University and so works closely with our Director of Finance, Sue Kershaw. He is on the Financial Group, the Nominations Committee and the Remuneration Committee. Roland enjoys telling Council and Court just how exciting and informative a set of accounts can be.

A practicing accountant in Bradford, Roland is a partner with Baker Tilly. He also proud that he lives inside the Bradford City limits and is passionate about regeneration of our area and sees the University as key to the prosperity of the city and vice versa.

He is a Past President of the Bradford Chamber of Commerce and is currently a board member of that organisation.


Deputy Vice-Chancellors:
 
Professor B Winn (w.e.f. September 2011)


Professor Barry Winn was appointed to the post of Deputy Vice-Chancellor (Academic Development) at the University of Bradford in June 2011 and took up his position in September 2011. He worked at the University between 1994 and 2003 as Professor of Optometry, Head of Department and as the inaugural Dean of Life Sciences. He has served on a number of national committees such as EPSRC KT panel and has Chaired the Quality Assurance Agency benchmarking group on Subjects Allied to Medicine. He is a Fellow of the Royal Society of Medicine and a former educational advisor to the General Optical Council.

He was Pro Vice-Chancellor for Research and Enterprise at the University of Hull between 2003 and 2008. He served on a number of community and business related groups such as the Wilberforce 2007 Committee, World Trade Centre steering committee, the Humber Economic Partnership Strategy Group and was a board member and non-executive director of the Institute of Knowledge Transfer.

Barry and his family plan to relocate to Ilkley as they still consider this to be their family home even though there is not a Yorkshire accent to be heard. His son, Neil is studying Law and races Formula Ford cars. His daughter Anna is about the start high school and is excited about relocating to West Yorkshire. Beth hopes to be able to resume her teaching career once the family have settled.


Ms S Kershaw

Ms Sue Kershaw was appointed as Deputy Vice–Chancellor (Planning and Resources) at the University of Bradford in January 2011.

She read Economics at the University of Newcastle upon Tyne and then went on to complete her Chartered Accountancy training with a national firm. She became a member of the Institute of Chartered Accountants in 1991.

She moved from private practice to the University of Manchester and then moved to the University of Bradford in 2002 as Director of Finance and Commercial Services.

Sue is a steering group member of a Higher Education Funding Council project ‘Identifying & Communicating Distinctiveness’. She is still a member of the British Universities Finance Director’s Group and is an active member of the training committee. She was also chair of the North Eastern Universities Purchasing Consortium.

I studied at Bradford University from 1964 to 1968 where I gained a BTech in Electrical Engineering after completing a “Thin” Sandwich Course sponsored by Smiths Industries at Cheltenham.

After University I remained with Smiths Industries, Cheltenham, working on the design of Avionic Systems for the Jaguar and Harrier Aircraft and leading research and development programmes with the Royal Aircraft Establishment Farnborough.

I then joined Linotype-Paul working on electronic systems for the printing trade. After a few years I then moved in 1976 moved to British Aerospace (BAE Systems) at Warton working on UK Military aircraft systems, leading teams in Flight Testing on the Tornado Air Defence Variant and on the avionic systems for Experimental Aircraft Project (EAP) Aircraft working with Avionic companies in UK, Germany and Italy. When the EAP started its Flight Trials in 1986, I moved to work as an Engineering Manager on a variety of Ground Systems for Saudi Arabia ensuring that the delivered system met the customer’s requirements by managing the sub-contractor.

I am a Chartered Engineer, a Fellow of the Institution of Engineering and Technology (IET) and have been active in the IET for many years. I am the Honorary Secretary of Lancashire and Cumbria Network and a member of the North West Regional Network Committee. I have been the Chairman of the Aerospace Technical & Professional Network Executive Committee and sat on the Transport Sector Panel. Previously I have been a member of the Council of the IET and member of other senior committees.

Since 2007 I have been the Secretary of the Graduates' Association and a Member of the Court.

I am the Treasurer of my Lytham Methodist Church and am involved with the Lytham Heritage Society.

In 2008, Gabrielle was selected for the University's "Talent for Leadership" program and currently works as a Senior Lecturer in the School of Health Studies, having a professional background in physical and mental health nursing. This role includes managing and supporting a team of lecturers and deputising for the Head of Division. As a research active member of staff, Gabrielle has a keen interest in systematic reviews and is a member of the Bradford Institute for Health Research and the School of Health & International Social Sciences and Management ethics panel.

Gabrielle is the School of Health Studies Research and Knowledge Transfer committee vice chair, School Assembly chair and a member of Senate. Gabrielle is also an accredited reviewer of pre-registration nursing programmes for the Nursing and Midwifery Council.

Particular interests include knowledge transfer activities and undertaking research with vulnerable and marginalised people. Gabrielle has four children, is a keen scuba diver and enjoys wreck and quarry diving with her husband Robert who works as a consultant clinical psychologist in Leeds.


Ms R Colley (2013)


Becka joined the University of Bradford in 1998. Prior to working at Bradford she was a sabbatical officer in the Union of UEA Students, Norwich, where her portfolio covered academic issues.

Appointed as the Student Development Coordinator in 1998, Becka contributed to the work of a DfEE funded key skills project along with leading on providing extra-curricular training activities for students on campus. These activities included training for course representatives, Student Union sabbatical officers and the Student Union Forum representatives. She was a key contributor to the University's Excellence Plus skills initiative and developed an accredited extra curricular skills programme called ESP.

In 2001 Becka became a Career Development Adviser, supporting students in making career choices and teaching on career skills modules. In 2005 she became the Professional Skills Development Co-ordinator supporting staff in developing blended and distance learning materials for work based learners. During this period she was seconded to establish a business case for a new University wide skills support unit. This was approved in 2006 and Becka was appointed to lead and manage this new initiative. The Learner Development Unit has gone from strength to strength during its launch in October 2006 and now consists of eleven core staff along with a Royal Literary Fund Fellow to support students in their Academic Writing skills. In September 2009 Becka was appointed Dean of Students, a senior level role which has overall responsibility for the student experience and supporting student success at Bradford.

Becka has created an innovative approach to supporting skills development at Bradford which includes the development of the SaPRA (Skills and Personal Reflective Activity) tool and the Develop Me! approach to skills activities. She has a keen interest in student engagement and is active in researching the student experience of e-learning, transition to University and initial engagement with Higher Education. Her current research is focusing on digital literacy and she has developed a typology of digital learners in conjunction with colleagues at Bradford.

In recognition of her contribution to the University she was awarded the Baroness Lockwood Award for Distinguished Teaching in 2007.


Dr P Twigg (2014)

Pete graduated in Materials Science from University of Surrey before studying for a PhD with British Gas at Newcastle University. He went on to work in a number of engineering research posts at Leeds University and Oxford University. He was a lecturer in Materials Science at Limerick University before joining the Medical Engineering team at University of Bradford in 1998.

Pete was Director of Studies for Medical and Healthcare Technologies for a number of years and is still actively involved in academic development. He leads on the design and implementation of Clinical Engineering - a collection of vocational degrees for the NHS. He is a passionate educator and works in teaching projects such as work-based learning development. His research focuses on biomaterials and tissue mechanics, ranging from orthopaedics to blood vessel dynamics.

Pete is the Director of Employer Engagement for the School of Engineering, Design and Technology. He also sits on the School Board and the School Executive. At a University level he is a member of Senate and the deputy chair of the Biomedical, Natural and Physical Sciences Research Ethics Panel.

Outside of work Pete is an enthusiastic cyclist and occasional triathlete. He enjoys introducing his two sons to the wonders of the Yorkshire Moors and gritstone crags, probably rather more than they do.


Professor C Gale (2014)


Chris graduated in Law from University College Cardiff in 1977 and qualified as a solicitor in 1980. After working in general legal practice he moved to academia in 1990 with an appointment at the Polytechnic of North London and joined Leeds Metropolitan University (Leeds Law School) in 1994, becoming head of undergraduate studies and being responsible for profiling, timetabling and staff development across the School. He has been Chair of the Association of Law Teachers (and Treasurer since 2003) and an HEA accreditor as well as being a QAA reviewer, the current Vice Chair of the Committee of the Heads of University Law Schools and an external examiner/reviewer/consultant in a number of HE institutions.

He joined Bradford University Law School as the inaugural Director of Legal Studies in July 2005. He is part of the Senior Management Committee of the School of Management and a member of Senate (from 2007) and of various other University committees.

Despite the workaholic tendencies, Chris enjoys watching (playing became too painful) cricket and football and enjoys travel, food and wine as well as spending as much time as possible with his grown up children.

Marc is Executive Director of Regeneration with North East Lincolnshire Council, responsible for the delivery of a range of services including Planning, Transportation, Strategic Housing, Estates and Valuation, Design and Technical Services, Inward Investment, Economic Development and Urban Renaissance.

Marc’s career in regeneration spans two decades, specialising in planning, economic development and physical renewal. Before joining North East Lincolnshire, he was Chief Executive of Nottingham Regeneration Limited for two and half years.

Marc’s track record includes working on the regeneration of Manchester city centre, the production of an economic strategy for Merseyside, the distribution of more than £40 million Coalfields Regeneration Trust grant funding to deprived former mining communities, the creation of Duke Street Cultural Quarter in St Helens, Merseyside, taking forward the redevelopment of the Broadway Shopping Centre in Bradford city centre and delivering a number of innovative employment and transportation schemes.


Ms S Needham (2012)

Sandy is the Chief Executive of the Bradford Chamber and a Director of its subsidiary company, the Bradford Enterprise Agency.

The Bradford Chamber is the voice of around 1100 local businesses of all sizes and sectors and it provides a wide range of business services, primarily in the Bradford District. The Bradford Enterprise Agency lends money via the Business Enterprise Fund to businesses unable to borrow from banks.

Sandy is a Board member of the Bradford District Partnership, a member of the Employment and Skills Board, of the Common Purpose Advisory Group for West Yorkshire, of the Bradford City of Film Board and of the Women's 2 Per Cent Club.

Qualified as a Chartered Company Secretary, in Business Studies and German, Sandy has worked in a family owned wholesaling company, with TV-am & Yorkshire Television, NCH/Action for Children, Common Purpose and Chamber Management Services Ltd.


Ms R Pickard (2012)

I am 56 years old, married with 2 children and 3 grandchildren. I foster my granddaughter, who is severely disabled and have looked after her for 18 years.

I was elected by Court as a member of the University Council in 2005 and subsequently joined the membership of the Health and Safety Committee and Welfare and Campus Amenities Committee as a representative of the Council.

I am a member of Unison and play an active part at Branch, Regional and National level, having been involved in hosting the UNISON National Disabled Members Conference, and other activities.

I work for Yorkshire Water in the Asset Records Department based at Buttershaw.

I completed a Work Based Learning Post Graduate Certificate in Asset Management at Leeds University Business School and graduated in December 2005.


Mr A. Reeves (2013)

Tony Reeves was born in Pembrokeshire, Wales and is 43. He graduated from Bristol Polytechnic in 1989 and has worked in Local Government at Stockport, Calderdale, Barnsley and latterly as Deputy Chief Executive at Wakefield before joining Bradford as Chief Executive in September 2006.

Tony was attracted to Bradford by the complexity of the place and its people, the huge potential Bradford has to regenerate and become a major economic force for the region and the opportunity to change the way people think and feel about the place.

With a new top team, clear focussed priorities, a new partnership infrastructure and developing relationships with key partners and individuals across all sectors the challenge is now simple. To deliver and help make Bradford the prosperous, creative, confident and proud place it should be.

Married with a young son, Tony’s interests away from City Hall include a love of all sports, especially rugby as well as keeping fit and scuba diving.


Ms S Smith (2012)


Sarah has 10 years experience in Corporate Banking having joined Barclays as a graduate trainee in 2001, and now leads the Bradford based division of Barclays Corporate in Yorkshire. The team consists of 6 Relationship Directors and provides a complete range of banking solutions to clients in the £1m - £250m turnover bracket across West Yorkshire.

Sarah holds degrees in history from the University at York, and Financial Services, awarded by UMIST, and completed her Associate ship of the Chartered Institute of Bankers in 2003 having been awarded the Whitehead Prize for Law Relating to Financial Services. Prior to joining Barclays she spent a year in industry with Corus plc.

Outside of work, Sarah enjoys music and plays percussion in a local concert band. She is also a keen sports fan and closely follows the fortunes of Doncaster Rovers FC.


Ms V Steele (2014)

After qualifying, I worked as a Chartered Physiotherapist, specialising in musculo-skeletal conditions, particularly sports injuries. I represented Great Britain in swimming, including competing in the World Student Games where I was a member of the freestyle relay team that won a bronze medal. I worked as an honorary physiotherapist to the British Olympic teams in Moscow, Los Angeles and Seoul and the British World Student Games teams between 1979 and 1989.

I trained as a Physiotherapy Teacher before being appointed as a Superintendent Physiotherapist. I recently retired (September 2008) from Bradford Teaching Hospitals NHS Foundation Trust, managing Clinical Psychology, Dietetics, Occupational Therapy and Physiotherapy Services within secondary care and in primary care, commissioned by the Bradford Primary Care Trusts.

In my spare time, I enjoy outdoor activities such as hill walking, watching sport and I am developing an interest in bird watching.


Mr I Thompson (2012)

After leaving School I worked in local government finance for 23 years from 1963-1986.

I began my career at Rawtenstall Non County Borough, where I completed my accountancy qualification. I then moved to Coventry City Council and then to South Yorkshire Metropolitan County Council where I was an assistant County Treasurer.

I joined the Higher Education sector in 1986 when I became Secretary of the University Chest at Oxford University where I was also a Professorial Fellow at Merton College. In 1995 I moved to Manchester University as Director of Finance and retired in 2002.

I was appointed as a lay member of the Council in 2003.

I live in the Ribble Valley in Lancashire and am married to Margaret. We have two sons and two grandchildren.


Trevor Higgins (2015)


Trevor is the regional partnership director for BT. He has enjoyed a diverse career in forty years with the company and management jobs have ranged from call centre management to change management. In his current role, as the regional partnership director for Yorkshire and Humber, he represents all operational divisions. His purpose is to provide a local face for BT and position the company at the heart of local communities. In his previous role as BT’s Regional Business Manager he was responsible for managing 1,200 people with a £30 million budget.

His external appointments include: -

In July this year he was awarded an Honorary Doctorate as Doctor of Bradford University for services to businesses and the communities across the region.

He has a 28 year old stepdaughter, an 18 month hold granddaughter and two sons aged 25 and 23. He is a passionate supporter of Bradford City Football Club. He lives, happily, with his wife in Bingley.


Mr K Bates (2013)


Karl has had a varied Civil Service career spanning almost 30 years. Initially employed in customer facing business areas and then rising to operational management, he also gained valuable experience of working in functional and support environments including Finance, Projects, Information Technology, Publishing and Training.

Moving into Internal Audit in the early 1990s and quickly becoming qualified, he acquired a wide variety of audit experience across several Central Government Departments. A two year stint out of audit working in Project and Programme Management helped to further widen and strengthen his skills. Now returned to Internal Audit he currently works in the Risk Assurance Division of the Department for Work and Pensions.

He is a Chartered Member (CMIIA) of the Chartered Institute of Internal Auditors UK & Ireland, and serves on their North East District Committee promoting the profession of Internal Audit via events and seminars at which he is an occasional speaker and Chairperson. He has also held the office of Regional Treasurer for the past two years.

A Bradford resident for the best part of 50 years, Karl has always seen Bradford University playing a vital - and very visible - role in helping to support and develop the City's rich and diverse heritage. Karl spent a year on the University Audit Committee before joining Council and looks forward to the challenges of being a part of the University's Governing Body.

Mr D Martin (2013)


A Londoner, I first came to Yorkshire in 1968 as a student apprentice with Thorn Electrical Industries to study Mechanical Engineering at Bradford, and was sabbatical Union President in 1972/3. I returned to live in Yorkshire in 1975 and met my wife Margaret a Bradford Modern Languages graduate.

Currently I am a member of the School of Engineering Professional Advisory Board.

I am a past chair of the Graduates Association and was elected by the Court to University Council where I served for 10 years before standing down in July 2004.

I have worked as a project manager in the car, truck, logistics, aviation, off shore energy, construction, and economic development sectors. Projects managed included the design of major retail distribution facilities, product development of electronic consumer goods and the development and series production of an all composite aircraft which became the ab-initio trainer for the USAF.

As innovation and technology manager working on business start-up development in South Yorkshire I also planned, procured and commissioned 10,000 square meters of business incubator facilities and undertook a study for the EU Commission of the technology practices of all EU Business and Innovation Centres.

I chair the General Advisory Committee of York Archaeological Trust and am a Trustee of the Yorkshire Philosophical Society.

John Fairhall (2014)


John started work at the University of Bradford immediately after completing his Information Systems degree at the University of Leeds in 2002. After working in IT Support at the School of Health Studies until 2006, he began specialising in Mobile Technology for central IT Services.

John’s work is heavily informed by the University Corporate strategy, developing new systems and functionality to achieve specific strategic aims e.g. student SMS system and the ‘About UoB’ Smartphone app. A self-confessed technology addict, he believes that technology will play an increasingly strong role in University life. John’s work with corporate mobile users takes him to all areas of the University and he regularly collaborates on projects with different Departments and Schools. A number of these projects have won awards, including the University Research and Knowledge Transfer (2010) – Interdisciplinary Working award.
