This is a timely study and very significant in gauging how far we have to travel to establish a shared understanding of and a broad commitment to positive action in order to achieve equality. The study enables the European Commission to 'grasp the nettle' and provides the impetus for positive action for equality at Member State level during this time of economic downturn; a time when organisations could be tempted to relegate issues of equality and diversity further down in their list of priorities and block progress on positive action. The study is particularly pertinent in the UK to take stock of where we are with current legal provision before we embrace the proposed extension to positive action contained in the Equality Bill.
