This project is carried out by the Centre for European Studies (CES), Bradford University. It is funded by the DG Enterprise in the context of its multi-annual programme. The major aim in the project is to identify, analyse and develop quantitative and qualitative indicators that could be used to evaluate regulatory quality in the European Union. IRQ will also contribute to a more co-ordinated approach to better regulation policies across the EU.
Research will be carried out in the main stages. Stage 1 will provide a detailed map of initiatives for better regulation in EU member states and Australia, Canada, New Zealand, and the US, with major emphasis on innovations in the measurement of regulatory quality. Stage 1 is based on desk research, communication with the project's support network created by the DG Enterprise, and a questionnaire. The indicators will be classified in three different types, that is, design of the process, activities and outputs, and real-world outcome.
At the end of stage 1, IRQ will produce a report with the following Sections:
Stage 2 will build a set of indicators suitable for the EU context, in order to strengthen the monitoring process of the implementation of the better regulation policies of the EU. The final report will discuss the indicators, show how they can be gathered, and illustrate the conditions under which they can facilitate institutional learning. The final report will be presented in a public conference organised by the Commission.
Timeframe: IRQ will last 14 months.
